Man werde Großbritannien in Abstimmung mit der EU „konstruktive Austrittsverhandlungen anbieten“, heißt es in dem Papier. Es würden allerdings „schwierige Scheidungsverhandlungen“, so die Erwartung von Schäubles Beamten. So gehe es um den Austritt Großbritanniens aus der Europäischen Investitionsbank (EIB), Ansprüche und Verpflichtungen aus den EU-Haushalten und auch die Frage, ob London noch im kommenden Jahr die EU-Präsidentschaft übernehmen könne. Nach dem EU-Recht habe man mindestens zwei Jahre Übergangszeit bis zum Austritt aus der Europäischen Union.

Die Bundesregierung hofft, durch diese Frist einen geordneten Prozess hinzubekommen. „Das schafft Zeit und Basis für Verhandlungen“, heißt es in dem Papier. „Danach sollte ein Assoziierungsstatus für UK angestrebt werden“, benennt die Bundesregierung ihr Ziel. Großbritannien würde ein „assoziiertes Partnerland“.


Doch zu weit will man London nicht entgegenkommen. Es dürfe „kein Automatismus beim Zugang zum EU-Binnenmarkt“ geben, heißt es in dem Papier. Wenn Großbritannien in Zukunft weitgehend die Vorzüge des Binnenmarktes nutzen könnte, ohne Mitglied der EU zu sein, könnte das Nachahmer finden. Man müsse „bei künftiger Neuregelung der Beziehungen falsche Anreize für andere Mitgliedstaaten vermeiden“, betonen Schäubles Beamte. „Nachahmungstendenzen“ fürchtet die Bundesregierung in Frankreich, Österreich, Finnland, den Niederlanden und Ungarn. „Ausmaß und Umfang der Nachahmungseffekte werden maßgeblich vom Umgang mit Großbritannien abhängen“, heißt es. Im Klartext: Rosinenpicken in Bezug auf den Binnenmarkt kann man London nicht erlauben.
